Enclosure actions a bit different from instructions

Got the enclosure today and installed two WD Red 8TB HDDs. Pushed both dip switched up for RAID 0. Held down confirm button and turned on. System went to blue. Waited for a full two minutes, still nothing. I then unplugged and replugged the USB cable, and then the lights started flashing, but that has now been going on for quite a long time. How long SHOULD the rebuild take with two new, unformatted drives? Is there some reason that it did not start flashing the first time?

OK, after pulling the drives, formatting seperately, putting them back in, setting it up as JBOD, and THEN setting as RAID-0 I was finally able to get Disk Management in Win 10 to recognize it as a single partition. However the first attempt to format failed with an I/O error, and then after I did get a successful format the second time, copies are going extremely slowly. Has anyone actually used this enclosure with USB3 and Win 10 before, because the behavior seems bad at best.
